On accessibility in architecture

We can speak of architectural accessibility of a building when every person, including those with specific needs, can use it safely and with maximum independence. A barrier is not only what prevents participation in different spheres of life on an equal basis, but also what restricts this activity.

A state of accessibility is achieved through universal design or the use of reasonable accommodations. The Jagiellonian University has for many years been taking measures to increase the accessibility of its diverse infrastructure. It has been awarded many times in the ‘Krakow without Barriers’ competition, which is an honour, but also a commitment to set the bar increasingly higher. 

The role of the Accessibility Centre in ensuring architectural accessibility is to advise building users, administrators, the Investment Department and the Repairs Department by: 

 

  • consulting (giving an opinion) on projects: functional-utility plan (concept), architectural design, detailed design, visual identification design 
    awareness training on the needs of persons with diverse needs 
    training on safe evacuation 
The Centre cooperates closely with the JU Accessibility Coordinator for the development of JU architectural accessibility standards (cooperation within the architectural panel) and the processing of applications for accessibility. 
 
In order to carry out these tasks effectively, the staff of the Accessibility Centre consults solutions with persons with specific needs and participates in the development of standards. In 2021, on the initiative of the JU, regular meetings of the staff of offices, departments, coordinators and Disability Officers dedicated to the topic of architectural accessibility began, where good practices on detailed solutions and procedures are exchanged. 
 
The legal rationale for ensuring accessibility can be found in the UN Convention on the Rights of Persons with Disabilities: Article 9 (accessibility) and Article 24 (education), as well as Article 11 of the Act on Higher Education (ensuring access to recruitment, education and research by persons with disabilities is one of universities’ basic tasks). 
 
Architectural accessibility under the Act on ensuring accessibility of public entities for persons with specific needs means that in the building: 
  • there are no barriers to vertical and horizontal movement
  • technical means are provided which enable barriers to be overcome effectively and independently
  • information on the layout of the premises is provided, accessible through different communication channels/senses
  • the possibility of being accompanied by an assistance dog is provided 
  • evacuation conditions have been developed taking into account specific needs and safe waiting areas for assistance have been designated
Given the above, as well as the firm belief that it is appropriate to adapt the JU’s infrastructure, the objectives and actions in the JU Development Strategy 2030 were formulated:

1. scientific excellence - conducting scientific research at the highest level, including interdisciplinary research, with a significant contribution to the expansion of the current horizons of knowledge

2. the Jagiellonian University Doctoral Schools as an environment for the development of outstanding young researchers - top quality education and preparation of the most talented doctoral students from Poland and abroad for research and teaching activity 
Activity 9. providing conditions for education and development within doctoral schools for persons with disabilities and other specific needs 
Objective Five: efficient management of organisational, financial and investment processes

3. development-oriented investment and infrastructure management policy - development of infrastructure and management of the University’s assets in such a way as to enhance the potential of scientific research, the educational process, cooperation with the socio-economic environment and administrative service, while taking into account social needs of a cultural, sporting and integrative nature, as well as building accessibility 
Action 7. development of digital infrastructure meeting the requirements of accessibility for all stakeholders 
Action 9. continuously improving the accessibility of Jagiellonian University infrastructure for persons with specific needs.’
